Tech glitches in property registries delay process, confuse buyers in Haryana

GURUGRAM: Hundreds of homebuyers have been left in the lurch, with frequent glitches in software hitting property registrations in the city for the past seven days.

The state government recently restarted registration of properties in plotted areas, after a ban of around one month. However, since the restart of registration, the process is getting disrupted due to technical glitches. Many owners say they are also unable to sell their properties due to the delay in registration process.

Avaneesh Sharma, an IT consultant, said he had finalised a three-bedroom builder floor in Sector 57 and even paid a token amount to the property owner, but he is unable to complete the deal as registration is not taking place at the local tehsil office. “I am waiting for it to restart,” he said.

Sources said there have been some changes made in collection rate due to which registration charges of builder floors have also changed and it is causing the glitch in software. However, officials have not confirmed the reason.

Ramesh Singla, president of Gurgaon Home Developers and Plot Owners Association, said around 500 builder floor owners are waiting for registration of their properties. “We have written to the revenue department to resolve software-related issues so that the registration process can restart soon and buyers as well as sellers can complete property-related transactions,” he said.

He said many homebuyers have paid token money for buying property but are in a fix over registration. “After taking token money, the property is blocked and the developer is also left with no other option but to wait,” Singla said.

On July 22, Haryana halted registrations of deeds related to transfer of land in the state till August 17. But the government lifted the ban only in September, impacting the real estate market adversely.

When contacted, a revenue department official admitted that glitches in the newly installed software are leading to problems in the registration process. “The concern has been shared with the departmental head in Chandigarh through the deputy commissioner with a request to resolve the issue. It is expected that the registration of properties will be restored in the next two to three days,” he said.
