Six years & eight deadlines on, DLF colonies’ takeover still stuck in Gurugram

GURUGRAM: MCG is yet to take over DLF 1, 2 and 3, six years after the takeover was
announced. The developer has missed eight deadlines for handover of the three licensed
colonies till now, the latest being June 2022. These areas were to be taken over by the civic
body after completion of deficient infrastructure work, but it hasn’t been completed yet.
The developer, DLF, has however claimed that the department of town and country planning
(DTCP) is yet to issue a completion certificate for all three areas, without which takeover is not
possible. According to sources, construction is going on in residential plots of these colonies as
the owners are constructing stilt parking and additional floors, but the upgrade of infrastructure
is stuck due to the takeover delay.
“The condition of parks is deteriorating, while the sewage and water supply infrastructure are
insufficient for the population. When the councillors concerned reach out to MCG officials, they
cite deficient infrastructure as the reason for delay in takeover,” a DLF 1resident said.
On the directions of chief minister Manohar Lal Khattar, DTCP had announced takeover of eight
licensed colonies – DLF 1, 2 and 3, Sushant Lok 1, South City 1 and 2, Suncity and Palam Vihar
– in 2016. After this, three more orders were passed in 2017, 2018 and 2019, and all colonies
except DLF 1, 2 and 3 were taken over by the MCG.
In May this year, another order was passed for takeover of nine other colonies – Malibu Towne,
Ardee City, Rosewood City, Uppal Southend, Mayfield Garden, Vipul World, Sushant Lok 2 and
3 and Greenwood City. All these colonies have also been taken over by the civic body.
In February 2019, DLF had informed the civic body that it would complete the deficient
infrastructure work as per the detailed project report (DPR) and then hand over the colonies
within six months. Even after almost four years, the works is still going on. Since the takeover
was announced, MCG has issued eight deadlines, the last one being June 2022. After that,
there have been no updates on the takeover.
A DLF representative said the formal handover will be done once the completion certificate is
granted by DTCP. “All major infrastructure works are almost complete. We are working jointly
with MCG on all such issues in the interest of thousands of our residents,” he added.
