Residents cannot be denied membership of RWAs, says Haryana minister
GURUGRAM: No resident or property owner of a society can be denied the membership of Residents
Welfare Association (RWA), said agriculture minister J P Dalal during the district grievance committee
meeting on Tuesday.
While hearing the complaints of a residential society in Sector 82A, the minister directed the district
registrar firms and society to ensure early election in the society and directed to issue directions to all the
societies to ensure that all the residents are made members of RWA.
Dalal on Tuesday chaired the district grievance committee meeting and took up around 15 issues out of which 10 were resolved and in remaining five cases officials were asked to submit a report in the next meeting.
The residents of DLF Primus in Sector 82A had filed a complaint related to the delay in conducting RWA
elections and denying membership to the residents.
The minister directed district registrar firms and societies to ensure early election in the residential society
for formation of new RWA. “No eligible residents can be denied the membership of RWA. District registrar firms and societies have been asked to issue directions in this regard,” said Dalal. During the
meeting the district registrar was directed to issue directions to all the societies as per the rule to give membership of RWA to all the eligible residents.
Denying members of RWA to residents and delaying election of RWA is a common problem faced by the
residents of residential societies in Gurgaon. The RWAs generally deny memberships to the residents who
are not aligned with them and delay elections to hold on to their position. Even after the election, the rival
faction filed a series of petitions before the registrar and courts to delay the process to hold on to their
position, residents claimed.
“Once people become RWA office bearers they are often not willing to transfer the power to a new body after completion of their tenure or election. They use every means at their disposal to hold on to their position at the cost of overall development of the society,” said a resident of Sector 48. While hearing the complaint about encroachment on residential plots in Kanhai, the minister directed the district administration to remove the encroachment and clear the land before the next grievance
committee meeting.
