Proposal to make it must to pool land beyond 70% limit in Delhi
NEW DELHI: The housing and urban affairs ministry has moved a Cabinet proposal for
mandatory inclusion of land under the Land Pooling policy in sectors where 70% or more land
has been pooled.
This will make it obligatory for all land owners to pool their properties once owners of at least
70% of the developable area in an identified sector have agreed to the move.
“We have made the proposal, which will be soon put before the Cabinet for approval,” said an
official.
The provision of mandatory land pooling is part of the amendments proposed to the Delhi
Development Act. As per the proposal, the Centre would have the power to declare mandatory
pooling even if this minimum threshold of 70% has not been achieved “to ensure time bound
planned development”.
Currently, the land pooling policy in Delhi is a voluntary participation scheme which means the
land owners are not forced to pool their land. They form a registered consortium consisting of
multiple landowners and developer entities to pool land for unified planning, servicing and
subdivision for development of sectors under the policy.
