HSVP & Gurugram development body refuse to check infrastructure at builder floors
GURUGRAM: The Haryana Shahari Vikas Pradhikaran (HSVP) and the Gurugram Metropolitan
Development Authority (GMDA) have both refused to conduct inspections at newly constructed
individual houses in licensed colonies and builder floors for issuing the mandatory public health
report required for obtaining the occupation certificate (OC). This has left some 60 house
owners in the city in a fix.
Earlier, the public health reports of all projects — commercial and residential — were prepared
by HSVP, post-inspection of their sewerage, drainage and rainwater harvesting systems. In
June this year, the department of town and country planning (DTCP) handed over the
responsibility of inspection of all projects, except individual houses and builder floors, to the
GMDA. But, now both the GMDA and HSVP have refused to carry out the inspection of
individual houses and builder floors.
On its part, HSVP, in September, wrote to the DTCP, highlighting an acute staff shortage.
“It is requested to issue the necessary direction to the architects to deposit the file in GMDA for
seeking a report of public health and rainwater harvesting as it is requested not to consider such
a report received from HSVP divisional offices,” the authority wrote.
GMDA officials also wrote a letter to the DTCP in October, refusing to take the responsibility of
inspecting sewerage, drainage and rainwater harvesting of individual houses. “The report with
respect to individual plots shall continue to be given by HSVP as per the prevalent practices,” a
GMDA official said.
This has prompted the district town planner (DTP) to write to the director of the town and
country planning against both the authorities, citing public convenience. “Inspection reports of
rainwater harvesting systems are mandatory for issuing OCs to individual houses, but both the
agencies have refused to carry out inspection work. We have written to our director for his
orders,” the DTP (planning) Sanjay Kumar told TOI.
In 2018, the DTCP formed a committee of officials of HSVP (formerly, Huda) to check public
health services and issue reports for all real estate projects and individual houses constructed in
licensed colonies.
