Haryana notifies policy for industrial clusters on farm land
CHANDIGARH: The Haryana town and country planning department on Tuesday announced the setting
up of clusters of industrial units as well as warehouses on agricultural land. The department, while
notifying the policy, also elaborated in detail the terms and conditions for the aspiring entrepreneurs keen
to set up such industries.
Barring the “hyper sensitive zones” that include the NCR, the policy provides for setting up of all
categories of industries — white, green and orange — from the environment point of view.
Those willing to set up industries in hyper-sensitive zones will be allowed to have change of land
use (CLU) only for the white and green industries.
The minimum number of industries to be allowed in a newly developed cluster (in case no other adjoining
industries are existing) will be 10 in all potential zones.
In case a group of industries is already in existence before inception of this policy and before declaration
of controlled areas, any fresh application by individual/firm or group of companies may be considered if
minimum industrial units in a cluster are 10 in number.
However, there will not be any binding on minimum number of existing industrial units in this cluster.
The move is targeted to facilitate the entrepreneurs, especially those from outside Haryana, and foreign
direct investment in the areas developed by HSIIDC or HSVP or clusters within the controlled areas.
The detailed policy envisages other rules and regulations related to CLU, which will be having the riders
such as distance from the urbanised area where the proposed industries are to be set up.
The department will not entertain the proposals of setting up industries in the urbanisable areas.
