Gurugram: NGT, OC rules flouted in DLF-1, owners to face action

GURUGRAM: The enforcement team of the department of town and country planning (DTCP) carried out an inspection on Wednesday after receiving repeated complaints from the residents of DLF-1 on rampant violations of building norms.

During the inspection, the DTCP team spotted several violations of occupation certificate and NGT norms. The team also visited the buildings, which were demolished by their owners themselves to make way for new construction in an unsafe manner. Sources said massive construction is going on in DLF-1 areas, the old houses are being demolished and builder floors are being constructed due to huge increase in property prices.

After the inspection, district town planner RS Batth has directed his team to take necessary action, including corrective measures within 10 days, failing which he will initiate strict action against property owners. A senior DTCP official said RWA president of Qutub Enclave had sent complaints about unauthorised construction and other violations to the DTCP director general.

Councillor of ward 34 RS Rathee, who accompanied Batth, said the inspection by the DTCP team exposed serious violations by residents. “In many buildings, the property owners have procured OCs, but later made changes. Also, they have violated zoning norms. The ongoing construction in these buildings are violating the NGT norms by dumping construction materials on roadsides, not covering buildings and not maintaining social distancing at construction sites,” he said.

In one instance, the owner of a building situated in the lane number A-22 of the licensed colony demolished the property using heavy machinery, owing to which adjoining house developed cracks. After the cracks developed, the building has become unsafe. “The DTP directed his team to serve notice to the building owner, asking him to appear at his office,” said Rathee.

District town planner RS Batth said several violations related to occupation certificates were noticed in many buildings in DLF-1 area. Property owners have carried out unauthorised construction in several buildings after taking OCs from the department.

“We will issue challans to the property owners for flouting NGT norms,” he said, and added that he had requested the local councillor to prepare and share a list of buildings, where violations had been carried out, after which the department will initiate action against them.
