Gurugram: Green View buyers reject NBCC’s second settlement offer
GURUGRAM: Displaced homebuyers of NBCC Green View in Sector 37D have rejected the
settlement offer proposed by the state-run construction company to finalise the compensation.
In March last year, the residents had to vacate their flats in the society after the building was
deemed “unfit for occupation”.
Earlier this month, the developer had proposed to offer the total payment of the flat by fixing the
base price at Rs 5,100 per sq feet to those who purchased their homes in 2012. Those who
purchased their apartments in 2013 and 2014 were offered the same price that they had paid at
that time, somewhere between Rs 5,900 and Rs 7,000 per sq ft.
This is the second attempt by the developer to pacify the aggrieved homebuyers who have been
demanding refund of the entire flat cost plus 15% interest on the same, apart from registry
charges, interior decoration costs, and Rs 25 lakh more for mental harassment.
Usha Yadav, one of the homebuyers, said, “The cost of a flat of the same size as mine is much
higher in the area than what NBCC is offering us. I will not give my flat to NBCC in less than Rs
2.50 crore as nothing will come at this offered rate. They are offering only 2% additional cost
than what we paid in 2012. This is completely an arbitrary proposal and we will not accept it.”
Spread over 18.03 acres, the project was launched in 2010 and the possession of flats began in
August 2017 after a delay of two-and-a-half years. It has 784 flats, apart from 139 apartments
meant for the economically weaker section (EWS). Around 260 flats were sold by the developer.
In 2021, IIT-Delhi pointed out several defects in the building and deemed it “unfit to live”.
Since December last year, NBCC has stopped the payment for rental, leaving the homebuyers
troubled.
G Mohanty, president of the flat owners’ association, accused the developer of going back from
its commitment. “I am a retired official and surviving on pension and now financially burdened
with the flat’s EMI and rent. The developer is trying to create pressure on us.”
Meanwhile, a spokesperson for NBCC India Ltd, said that the revised offer was given to the
buyers last week. “We are yet to receive a response from the buyers on the same. Some of the
buyers have already shown interest and it is therefore incorrect to say that all the buyers have
rejected the offer.”
“It is believed that the current offer is most reasonable and just as it is based on the current
market rates of similar type of projects in the vicinity. The offer for refund of money paid by the
EWS owners in lieu of buyback is still valid,” the spokesperson added.
On the building structure, the spokesperson said, “The decision to retain or demolish it shall be
taken following the due process of law.”
