Gurugram: DTCP warns builders of strict action over construction of offices at building sites
GURUGRAM: The department of town and country planning (DTCP) has warned a few developers, who
have constructed temporary offices near their under-construction projects, without permission from the
department.
The department said site offices are operating in violation of the norms and leading to loss of revenue.
Around 50 developers have been issued guidelines by the office of district town planner (planning) on
Sunday for not taking permission before setting up site offices.
“The terms and conditions for applying for change in land use in order to set up temporary site offices
near under-construction projects were finalised in July 2022 by DTCP. However most of the developers in
the city are setting up site offices without taking permission and in violation of the norms and causing loss
of revenue to the state exchequer,” said a senior DTCP official.
This is violation of Haryana building code 2017. There are several projects being constructed by
developers under plotted licence colony, group housing society, affordable housing society, DDJAY,
commercial projects and other categories and have developed site offices.
The headquarters of the town and country planning department has issued guidelines as per which
temporary site offices are needed for construction of projects. The regional DTP officials should ensure
that builders take permission for setting up these offices.
Officials said that developers can apply for permission at the local DTP office and submit documents
related the the project. After departmental scrutiny of the documents, the report will be sent to higher
authorities, who will give the final approval .
The permission for site office will be valid for five years with provision for extension for next five years.
The office will have to be constructed within two years of getting approval and thereafter an occupation
certificate will be issued. Only after procuring OC, the office can be used and will have to be dismantled
after completion of the project.
DTP (planning) Rajesh Kaushik said a team has been constituted which will visit the project sites and in
case site offices are found operational without permission, action will be initiated against the company as per norms.
