Gurugram: DTCP sets up panel for takeover of Ardee City
GURUGRAM: The department of town and country planning (DTCP) has decided to take over Ardee City from its developer. It cancelled the licence of the colony earlier this month.
For the takeover, DTCP has formed a five-member committee under the chairmanship of the senior town planner. Residents have welcomed the move and said they hope it will help in resolving civic issues of the society.
The committee has been tasked to prepare an estimate of the amount required to complete deficient infrastructural works in the colony. DTCP will recover the amount from the developer and utilise it to execute development work.
As per the provisions of Section 19 of Haryana Development and Regulations of Urban Areas Act, the DTCP director has to carry out or cause to be carried out development work in the licensed colony and recover the charges incurred from the developer and plot holders. “The department will take over the colony as per the provision and a committee headed by STP will prepare an estimate for execution of development work,” DTCP director KM Pandurang said.
After taking over the colony, the committee, which comprising the senior town planner, district town planner (planning), district town planner (enforcement), a Haryana Shehri Vikas Pradhikaran (HSVP) executive engineer and a representative of deputy commissioner of Gurgaon, will prepare a schedule to carry development work and maintenance of public health services and electricity supply and check registration of properties, receipts of instalments and maintenance of accounts and so on.
MCG councillor of the area, Kuldeep Bohra, said people are happy with the move. “It will help in the development of the colony as the developer has failed to complete the infrastructure development work and residents have been facing problems,” he said.
Praveen Yadav, the president of Ardee City RWA, said a group of residents met DTCP officials on Saturday and requested them to act against the developer, but also ensure that it doesn’t cause any inconvenience to the residents. “After the licence was cancelled, registry of properties in Ardee City has been restricted. DTCP should develop a mechanism under which restriction should be only on properties owned by the developer,” Yadav said.
On September 2, DTCP cancelled the licence of Ardee City. On September 20, Gopal Dass Estates & Housing — the developer of Ardee City — its directors and 13 of its associate companies were booked for violation of the terms and conditions of the project licence issued by DTCP for the colony. The developer was also accused of fraudulently showing a portion of land owned by HSVP as part of the township at the time of seeking the licence.
