Gurugram: DTCP revokes order to cancel licence of MRG Skyline
GURUGRAM: The department of town and country planning (DTCP) has withdrawn its order
cancelling the project licence of an affordable housing project in Sector 106.
DTCP, after cancelling the licence of MRG Skyline in November 2022, had last week written to
police seeking an FIR against the developer for violation of norms. Officials from the department
said the cancellation order was revoked after the developer, KN Infracon Pvt Limited, paid the
requisite fee.
It was granted a licence for setting up an affordable housing colony across 10 acres in 2020.
The licence was later cancelled in November 2022 on the basis of a complaint filed by Manipura
Commercial Private Limited.
According to DTCP officials, KN Infracon submitted an application on June 15, 2020, for the
migration of its 2010 licence granted for a group housing colony into an affordable housing
colony. At this time, however, it wasn’t the owner of the land anymore – KN Infracon had sold it to
Truetrust Analytics Pvt Ltd (now MRG Castle Realty LLP) on October 23, 2019.
In a fresh order issued on February 24, DTCP said the licence cancellation order was withdrawn
after considering the review application filed by KN Infracon and MRG Castle.
“Since the developer has paid the requisite compounded fees, any action taken by the
department on the basis of its earlier order stands recalled,” the order read.
DTCP had cancelled the project licence on the basis of two allegations. The first was that there
were irregularities in the conversion of KN Infracon’s group housing licence into an affordable
housing scheme, as DTCP was kept in the dark about the ownership of the project land. The
builder was also accused of selling its licenced land to another developer as agricultural land,
causing loss of revenue to the state exchequer.
In its reply to the department, KN Infracon had said the original licence issued in 2010 was
revoked by DTCP in November 2012 and restored in October 2020. When the sale deed was
executed in October 2019, there was no licence on the aforesaid land, thus the sale deed was
executed considering the property as agricultural land, it submitted.
A spokesperson for MRG said, “Our construction at Skyline is progressing ahead of schedule
after having obtained all necessary documents and permissions from the departments
concerned. We encourage all homebuyers to verify the facts with us, as we have nothing to
hide.”
