Gurugram: DTCP directs ILD to submit plan to wrap up delayed projects

GURUGRAM: Taking serious note of residential projects in the city which have been delayed for over three years, the department of town and country planning has directed the builder, International Land Developers (ILD), to prepare and submit an action plan for their completion within a week.

District town planner (DTP) RS Batth said if ILD fails to submit the plan within the stipulated time, the department would recommend the registration of an FIR against the developer.

The move comes after homebuyers of ILD Arete (Sector 33) and ILD Greens (Sector 37C) met the DTP on Tuesday over three years’ delay in completion and lack of amenities in the projects. They are now planning to file a complaint with H-Rera against the builder.

The developer told TOI that a meeting was held by the DTP for resumption of work at ILD Arete. “Company representatives are in regular touch with the clients and have shared updates with them,” an ILD official said.

Launched in 2013, Arete is only 60% complete. The developer had promised possession of the project, which is spread over 11 acres and has 550 units in eight towers, in December 2019. “ILD’s licence has expired and the developer got registered with H-Rera only this month. They are talking of delivery in 2022, but it doesn’t seem likely even by then,” said Sunil Sharma, a buyer.

Vipin Kumar, who bought a flat in ILD Greens — which has six towers — said the builder offered possession in October 2016, eight years after booking. “Almost four years later, half of the towers are incomplete. Residents still don’t have permanent electricity, water and sewer connections,” he said.

Batth directed the builder to immediately apply for electricity and water connections, comply with lift and fire safety norms and complete the formalities to hand over basic amenities to the RWA. Batth has also directed his team to inspect both the project sites and check construction status. “A notice was served to the directors of ILD to attend the meeting scheduled on Tuesday, but they didn’t turn up,” he said.
