Gurugram civic body’s takeover of DLF Phase 1-3 unlikely today

GURUGRAM: With no mechanism in place yet for the upkeep of DLF phases 1 to 3, the possibility of an MCG takeover
of the privately developed colonies happening by May 31 is slim.
The civic body, TOI has learnt, is yet to calculate and hire manpower required for maintenance
work and issue tenders for water and sewage services of the colonies. Without these, a
takeover is not possible.
“DLF phases 1 to 3 are spread over 1,500 acres, so the takeover has to be well planned, failing
which residents would face a lot of inconvenience related to amenities and services,” said Rahul
Sharma, a city-based urban planner.

According to sources, no tender has been floated for the operation and maintenance of
sewerage and water supply to date. Similarly, there has been no movement on the hiring of
manpower for providing services on the ground. Sources in the civic body said it was also
waiting for information about amenities and infrastructure work pending in the colonies.
MCG officials said a ground survey, in coordination with DLF, had been initiated to ascertain the
status of the sewer lines, water pipelines and roads.
Recently on a petition of the Gurgaon Citizens’ Council, the Punjab and Haryana high court had
asked the MCG chief to file an affidavit on the possible reasons for the delay in the takeover of
the colonies.
“The survey is under way and the civic body will process the takeover only after it’s done so that
the residents do not face any problem post-takeover,” MCG’s chief engineer TL Sharma said.
A DLF representative said that a formal handover of the colonies will be done once the
completion certificate is issued by the town and country planning department. “The three
colonies are spread across 1,521 acres and have taken 40 years to develop. Nearly 800
personnel are engaged in day-to-day maintenance, including housekeeping, landscaping,
electricity, water supply maintenance and security services. There are various operations that
would need quality transition time so that hand holding can be done properly. All major work is
almost complete. We are working with MCG jointly on all such issues in the interest of
thousands of our residents,” said Rohit Sharma, director, DLF Estate Developers Limited.
