Gurugram: CAQM notice to Pivotal Devaan for use of diesel gensets
GURUGRAM: The Commission for Air Quality Management (CAQM) has issued a notice to the
developer of Pivotal Devaan in Sector 84 for failing to obtain an electricity connection from the
discom and using diesel gensets (DG sets) for power supply. The developer has been directed
to ensure regular power supply from the grid by the end of the month.
Pivotal Infrastructure Pvt Ltd had applied for a connection with a load of 2,736.5kW in May 2019
for the society, but DHBVN hasn’t approved it yet as the developer hasn’t submitted the required
documents. While a temporary connection of 100kW was given in November 2020, the society,
which has hundreds of families, has no regular electricity connection and is primarily dependent
on diesel gensets for regular power supply.
CAQM had issued a letter in June advising the developer to obtain the necessary permissions to
ensure regular power supply from discom so that the use of DG sets for regular power supply is
stopped, but the developer failed to respond.
It issued a second letter on August 18, directing the developer to comply with the directions. In
the letter, CAQM has asked the developer to share details of steps taken to get regular power
connection from DHBVN, the present status of power connection, a confirmation that a regular
power connection will be taken from DHBVN before August 31 and a confirmation of providing
separate connection by DG sets only for emergency usages for operation of lifts and water
pumps. The developer has to file a compliance report by September 5.
Pivotal Infrastructure couldn’t be reached for a comment.
For a power connection, the developer needs to pay the discom a bank guarantee of Rs 6.15
crore and provide a plot of 500 square yards for construction of a switching station. Instead of
paying the money, it has demanded the amount from residents.
Residents said they got a demand letter asking them to pay between Rs 52,000 and Rs 82,000
as additional electrification development charges. Last month, the society had no power for over
72 hours due to a technical snag and residents had requested the authorities to take action
against the developer for failing to ensure basic amenities in the society.
“H-Rera has clarified that electrification charges cannot be taken by the developer, but here
residents are being forced to pay to raise funds for the bank guarantee,” said a resident.
