DTCP nod to operate guesthouses in five prime sectors of Gurugram

GURUGRAM: The department of town and country planning (DTCP) has allowed property
owners in residential colonies of five prime sectors to apply for change in land use (CLU)
permission within two months, if they plan to run guesthouses from their properties.
According to the order by the office of DTCP director general, plot owners in five sectors — 26A,
27, 28, 42 and 43 — can apply for land-use change for operating guesthouses.
“As the department has capped the total area for guesthouses in all residential colonies and
sectors, calculation is under way to ascertain the net planned area,” a senior official said, adding
that the department will initiate the auction process for granting CLU permissions in case the
number of applications is more.
The department will give any information on guidelines, planning parameters and scrutiny
process among others, he said. A guesthouse, according to the state policy, can be built on a
plot with a minimum size of 500 sq yards situated off a 24-metre wide road or a sector road with
a service lane.
Also, there is an area capping — 1.25 acres per sector — for guesthouses. In 2017, the chief
minister’s office had received several complaints against guesthouses and paying guest (PG)
facilities in residential areas, following which it was announced that a policy would be formulated
to govern such establishments, and the MCG was given the task to survey guesthouses in all its
four zones. At a time when the department is struggling to check mushrooming of illegal
guesthouses, many such facilities are operating in violation of the new guesthouse policy.
A recent survey by DTCP, the report of which was submitted last month, revealed that there are
around 1,400 illegal guesthouses operating and occupying more than 100 acres of land in prime
sectors of the city.
The survey also found that a total of 2,080 guesthouses, both legal and unauthorised, are
operating within the city limits. In total, these guesthouses occupy around 145 acres of land in
prime sectors.
