Draft Delhi master plan sent to centre, DDA expects it to be notified by May
NEW DELHI: Delhi Development Authority (DDA) has submitted the draft Master Plan for Delhi
2041 (MPD-2041) to the Union housing and urban affairs ministry and expects its notification by midMay.
“We have sent the plan to the ministry last week after incorporating the points emphasised by the
lieutenant governor. Now the ministry will need to notify the plan and we expect the process to be
completed by the middle of May,” said a senior official. Ministry sources said the proposal would be
studied before deciding to notify and publish it.
While the amendment to DDAAct for swift implementation of Land Pooling Act is still awaited from the
Centre, officials said it won’t require any amendment in the master plan. “After the amendment is made to
DDAAct, further regulations will be drafted to make the implementation easier,” said the official. According to the proposed amendment, it will be mandatory for land owners to participate in the land
pooling policy in sectors where the minimum threshold of participation – 70% of the land required to
create a sector – has been achieved. DDA recently found two parcels of land in north Delhi eligible for
forming a consortium and developing them as per the land pooling policy.
On February 28, lieutenant governor VK Saxena approved the draft plan in a meeting with DDA officials,
including vice-chairman Subhasish Panda. The highlights of the final draft include inclusive development,
environmental sustainability, green economy, infrastructure development to create sufficient housing for
all, and innovative interventions like transit-oriented development hubs and land pooling.
MPD-2041 was supposed to be implemented early this year. After the Supreme Court observed last
September that it couldn’t remain in limbo, DDA officials said it would be placed before the authorities in
December, sent to the ministry in January and the final document would be published on or before April
30, 2023.
