Gurugram: Chintels Paradiso structural engineer & architects served notices
GURUGRAM: The department of town and country planning (DTCP) has issued a show-cause notice
to Chintels Paradiso’s structural engineer, architects and two others in connection with the collapse of five
flats in a tower in the Sector 109 residential society last year. Two residents died in the cave-in.
The department said these five people had certified that the structure had been designed and constructed
as per the National Building Code and was safe for occupation. However, after the collapse last year, the
certification seems to be false, incorrect and misleading, it said. DTCP director TL Satyaprakash has
sought replies from them within 15 days, failing which they might be blacklisted and their licences cancelled.
As per the show-cause notice, Ajay Sahni who is a structural engineer on behalf of BMSF Design
Consultants, supervisor-cum-architect Goonmeet S Chauhan, Design Forum International architect Ashish
Jaiswal, proof consultant Arvind Kumar Gupta and structural designer Kunwar Khaliqe Ahmed had
submitted an application for approval of building plans and occupation certificate of the Paradiso project,
along with supporting documents.
“These persons had claimed in their certification that the structure had been designed and constructed in
accordance with the approved building plan and provisions of National Building Code and relevant Indian
Standard Codes and was thus certified to be safe for occupation. On the basis of their recommendations,
this department has granted occupation certificate (OC) for towers 4, 5, 6, 7, 8, EWS area and nursery
school in 2016. Another OC for towers 1, 2, 3, 9, community building and shopping area was granted in 2017,” said the notice. The notice further read, “An unfortunate incident happened on February 10, 2022, wherein a part of a
tower collapsed in the said colony. Therefore, the certifications/ documents filed by you along with the
application forms for approval of building plans/ occupation certificate regarding the design and
execution of the construction works seems to be false, incorrect and misguiding. In view of above facts
and light of the unfortunate incident resulting in loss of two lives due to your sheer negligence and
unprofessional work ethics, you are hereby issued a show-cause notice as to why you may not be
blacklisted and your licence to practice issued by statutory authorities be recommended for cancellation”.
