Despite district court order, builder ‘denies’ power supply to 550 Pivotal Devaan families
GURUGRAM: Notwithstanding an order from the district court of Gurgaon, directions from a committee formed by the Gurgaon administration and DHBVN, the developer of Pivotal Devaan continues to “deny” electricity supply to more than 550 residents of the residential society in Sector 84.
Residents claimed that they have been without electricity since Tuesday as the developer has disconnected supply for their refusal to to pay between Rs 52,000 and Rs 82,000 as extra electrification development charges — a demand that came in the wake of the discom directing the developer to submit the bank guarantee of Rs 6.5 crore for a permanent connection.
The residents of the society are currently dependent on 100 kV supply obtained by the developer for construction purposes.
Sunil Yadav, RWA president of Pivotal Devaan, said they met the Gurgaon police commissioner and submitted a memorandum following which the cops had directed the developer to ensure compliance with the court order. “Residents are without electricity supply since Tuesday and we are running to the offices of government agencies to ensure compliance of the court order.”
The district court of Gurgaon, in its orders dated October 21 and 23, restrained the developer from collecting any charges from the residents or disconnecting electricity supply. The court had directed the SHO of Kherki Daula to take all steps necessary for strict compliance of the order.
DHBVN, in its order dated October 19, also directed the builder to avoid any disconnection of electricity for recovering any charges other than electricity charges approved by the Haryana Electricity Regulatory Commission (HERC).
“However, at present, there is no power supply to any resident and there is a complete blackout in the society,” said a resident, who did not wish to be named.
The district administration had also formed a committee after receiving complaints from the residents about the illegal demand of money from residents for paying bank guarantee to DHBVN for a permanent electricity connection.
In his report on October 17, additional deputy commissioner Vishram Kumar Meena said,”It is the responsibility of the developer to create necessary electricity infrastructure. Pivotal Infrastructure Private Limited should pay the bank guarantee to DHBVN for 33 KV infrastructure for ultimate load of 2736.45 KW and also develop the electricity infrastructure as per their approved electrification plan.”
Tejveer Singh, a resident of Pivotal Devaan, said the developer has deducted Rs 54,000 to Rs 81,000 per flat from their respective pre-paid meters. “This is extortion,” he said Singh.
A representative of the developer said that electricity supply will be restored temporarily. “We will start restoring the supply from Wednesday night and it will be completed by Thursday afternoon. The supply will be restored to one flat at a time and it will take time.”
