Gurugram civic body to hire private agencies to complete infra in nine colonies

GURUGRAM: With the department of town and country planning (DTCP) finally giving its formal
approval to the takeover of nine private builder colonies in Gurgaon, Municipal Corporation of
Gurgaon (MCG) will float tenders to complete their deficient infrastructure after a month. This is
because, the civic authority officials said, the DTCP has given one month’s time to the
developers of these colonies to complete some formalities.
The nine private colonies that have received approval for takeover by the MCG
include Rosewood City, Greenwood City, Malibu Town, Ardee City, Sushant Lok-2 & 3, Mayfield
Garden, Vipul Gardens and Uppal Southend. Of these, completion certificates have only been
issued to Rosewood City and Greenwood City.
The private developers will have to transfer all roads, public places, including parks and other
open spaces, and public health infrastructure, if any, in these colonies to the civic body and
submit a compliance report to the DTCP by June 9, according to MCG officials. As per the final
assessment report, the MCG will have to spend Rs 92.04 crore on completing the deficient
infrastructure in these nine colonies.

“It is clearly stated in the order that the private developers have been given a month to complete
some formalities for the transfer,” MCG’s superintending engineer Vivek Gill told TOI.
“Our detailed project reports are ready and once the developers complete these formalities, we
will float the tenders for completing the deficient infrastructure. We will, meanwhile, start working
on providing services to these colonies,” Gill added.
The private developers of these nine colonies will either have to pay upfront to the civic body for
completing the deficient infrastructure or the MCG will recover the cost by selling off the assets
of the builders such as vacant plots, according to officials.
Moreover, as per the DTCP’s order, these private colonies will continue to be responsible for
several compliances such as renewal of licences and liability to deposit infrastructure
augmentation charges if not deposited earlier.
Residents, however, claim that the major problems in these colonies include choked sewer
lines, power crisis and water shortage. With the MCG taking over these colonies, the residents
are hopeful that the crisis will be resolved and that they can at least knock on the doors of only
one agency — the corporation — for getting their grievances resolved.

One major dilemma that the residents will face is whether to give maintenance fees or not.
What we know is that the MCG does not charge upkeep fees. However, in a majority of these
colonies, the private developer was not maintaining the colonies, so the RWAs have been
providing the value-added services like security and CCTV cameras and taking maintenance
fees from the residents,” said Lalit Suraj Bhola, a member of United Gurugram RWA.
The estimated cost to complete the deficient infrastructure in Mayfield Garden is the highest at
Rs 16.21 crore, followed by Malibu Town at Rs 14.7 crore, Greenwood City at Rs 14.31 crore,
and Ardee City at Rs 10.93 crore.
The costs for Sushant Lok 3 & Sushant Lok 2 are Rs 10.38 crore and Rs 8.50 crore,
respectively.
